The primer emphasizes that tobacco control policies are also good governance policies as they include codes of conduct for government officials, transparency measures and protection against conflicts of interest. Tobacco control policies are in effect, anti-corruption measures as they are geared towards freeing governments from the influence-peddling, manipulation and bullying of tobacco companies aiming to weaken life-saving policies. The primer highlights the opportunity for countries to strengthen their anti-corruption measures by incorporating FCTC Article 5.3 provisions into existing good governance or anti-corruption laws.
